Is perfectionism the same as procrastination?

Only one of them produces finished work. That is the test, it takes about ten seconds, and it settles the question more cleanly than any amount of introspection about which word describes you.
High standards are a claim about quality and they can be satisfied, which is why they produce output. If the standards were doing what standards do, there would be finished things to point at.
What each term gets right
Perfectionism is right about the reason you would give. There genuinely is a standard in the room, it genuinely is high, and you are not lying when you say the thing is not ready. From inside, that is exactly what it feels like.
Procrastination is right about the result. The thing did not get done, the deadline did pass, and the record shows a gap where an output should be. Somebody looking at your calendar rather than your intentions is describing the same event accurately.
So the two terms are not rivals and neither is wrong. They are the front and the back of one sequence, and the argument about which one you have is an argument about which end you are standing at.
Where both of them stop
Neither names the moment, and neither explains the distribution, which is the thing that actually gives the sequence away.
It is not spread evenly across your life. The tax return got filed. The email you did not care about went out on time. What stalled is the thing that carried a verdict about you. A general difficulty with completion would stall the dull things too, and it does not.
The phrasings people arrive with put the two terms against each other, and the last one is the honest report:

The lazy question deserves a straight answer, because it is usually asked at night and usually believed. Avoiding effort would have been considerably cheaper than this has been. There is a great deal of work in the house. It has simply never been released.
What is actually being avoided
Not the labor and not a flaw in the thing. A reader arriving at it.
Finishing is not the last step of the work, it is the first step of being seen, and those are two different activities. The sequence has no objection to the first one at all, which is why starting is the part you visibly enjoy and why the folder fills up rather than empties.

The thought that follows it, it is not ready, one more pass, this needs a fresh look tomorrow, is not the cause. It is the narration.
While it stays unreleased, how good it actually is remains unknown. Unknown has been doing a great deal of quiet work for you.
That is why the eleven versions of the opening are the clearest evidence available. None of them is worse than the first. Quality was never what was being adjusted.
How the sequence is interrupted
By sending it inside two minutes of catching the jaw, because the extra pass is the pattern rather than the quality control. Not by deciding it is good enough, which has been available to you for years.
